At what age do we begin to expect our children to take responsibility for their actions?

Yesterday, my 9 year old came home from my grandma's, and went about doing her chores. She never said a word about the science test that she had today that my grandma had told her to study for. It's okay to let kids play alone

"What do you mean my child isn't allowed to watch Sponge Bob here?" I was asked.
